Commander Beckwith reports:- "By the

"reversion of Mr. McIver to his former post the working of the

"out-door staff will be by far more satisfactory with probably

"no less efficiency for the indoor staff. The total expenditure

"for next year is $11,406 as against the present arranged

"expenditure for next year $11,205

showing an increase of

*only $201. Compared with the approved expenditure for 1909,

"i.e. before Mr. Botelho's death, the new scheme with decidedly

*increased efficiency still effects a saving of 81,712". In

these circumstances I have the honour to request your approval

of the scheme set out in the 3rd. column of the attached.

table, which should take effect upon the return of Mr. McIver

to this Colony from leave.
